The provision of health care is the most complex system of human and machine interactions ever established for any aspect of humanity. It encompasses an enormous variety of human skills, knowledge, systems and history as well as impinging on that most crucial of all human attributes - survival. Managing such complexity in its entireity and intimate detail is absolutely impossible for any individual or group, even if all the resources of a nation are allocated exclusively to that task.

An Introduction to Clinical Governance

The term 'clinical governance' was first used in the United Kingdom's National Health System (NHS) and was described in a White Paper in 1997, The New NHS: Modern, Dependable.

The white paper went on to say that the NHS Trusts needed to "embrace the concept of 'clinical governance' so that quality is at the core, both of their responsibilities as organisations and of each of their staff as individual professionals (Section 6.12).
